For anyone who has a packless wolf who isn't turning on pack grounds, there are a few designated areas where all wolves are expected to turn. One of these areas borders on the Reyes' pack grounds, but most know better than to attempt to cross over the border, partly because there are heavy enforcers on Mateo's side that will, and have, attacked anyone trying to aggressively step into their territory.
Lockers are provided for wolves to leave their things in, and small pouches can be provided that wrap around a wrist or ankle that stretch to accommodate a paw, so the key can be kept on you and not lost overnight. Some people use these pouches to store house/car keys and phones, too as there is a huge problem with theft.
Over the past three to four months, several lone, rogue wolves have banded together, not to form a pack but to form a group that have started claiming territory in this neutral area and have been doing so with some aggression. Their mentality is 'you're with us or against us' and as part of the area they've claimed is near the entrance, most wolves have to pass through it in order to get to somewhere safe to turn.
They have claimed the better areas for hunting small game, as well as the areas near better water sources. Any wolves not aligned with them are attacked on sight repeatedly and chased away, and their items are ravaged by the others in human form.
In reality, the wolves that have banded together have been alone for too long: this is one of the steps for going feral, increased aggression towards their own species that don't immediately capitulate to them.
This means that there's an increase in injuries to packless wolves that are running in that area, especially as a packless wolf is weaker, and medical care is hard to come by for wolves, especially after a full moon considering how often and how many get hurt.
They did try and make a pass for Mateo's land in the beginning but now keep away from the border because they got their asses handed to them very quickly.
