If the concept "ignorance is bliss" had a name, it would be Rumarin. Whatever you typically expect High Elves to be, Rumarin just isn't. He's friendly, in a jovial mood most of the time, and couldn't give a Skeever's asshole if you're a fellow Mer or a Nord. Though he can be arrogant, and even haughty, it's on a milder scale than that of other Altmer and he's far more pleasant company to be around. Rumarin has no prejudice at all towards any other race, mainly because he simply can't be bothered to care. If he likes you he likes you. If he doesn't, well... His favor is pretty easy to earn. He's not really all that hard to please. His only opinion on the Thalmor can be boiled down to 'They're tall, punctual, and have good posture.' He'd sooner defend a Talos worshipper than turn them into the Thalmor, even, and thinks the Civil War is stupid.
Rumarin does not take life too seriously, and has always held on to his beloved philosophy that laughter is the best weapon. He makes jokes about everything, and has an incredibly dry sense of humor. He even goes so far to poke fun at himself and his race, showing just how confident he really is, without coming off as a complete ass. Rumarin likes Honningbrew mead and thinks Ancano of the College of Winterhold is not only creepy, but gives actual decent Altmer like himself a bad name and is the poster child for evil.
Otero and Rumarin were close friends when Rumi was growing up, and he would spend much of his time in the Nord's company. One day, Rumarin was out with Otero when the Nord told Rumarin a story so humorous, Rumarin's laughter attracted a group of bandits.
Otero wasn't physically athletic, a stout man, and drunk on mead when the bandits showed up. He stood up, swaying a little because of the alcohol flooding his veins, and warned the bandits to leave, or die.
The bandits were laughing so hard, they didn't even notice when Otero drew his sword. Rumarin learned at a young age that laughter is the best weapon a man can have, and has thoroughly embraced this concept. Fast-forward several years later, and Rumarin has taken the life of an adventurer.
