Unfortunately, we have to work our way up slowly with these decrees so as not to alarm the public. It's frustrating, but I'm sure you're doing your best. Preparation is key, of course, and vigilance. These bastards are right under our noses. Perhaps liaise with the monitoring department and look into some reports? There may be something that your trained eye can pick up on that they might not be able to.
