Jack Harkness is a flirt. There's no other way to describe him. And he doesn't particularly care about gender when flirting, either. Man, woman, whatever. It is just something he enjoys greatly, and it's likely something he isn't going to stop doing for quite some time.

There is more to Jack than just flirting, though. He is a loyal friend, and if he finds himself in a rare relationship, he is loyal in that as well. He isn't usually one to tie himself down in a relationship, though. The person has to be pretty special for Jack to even consider it. I'm looking at you, Ianto.

He is an intelligent man, and he is a natural leader. People tend to look to him to help solve their problems, and he has no issues with helping. Especially if he considers the person to be a friend. Because once he considers the person a friend, it's difficult to get rid of him.

He can't die, either, so it's difficult to get rid of him that way as well. Well, he can die, it just doesn't stick.

Jack is a fun loving guy. He knows when it's time to be serious, but most of the time? He doesn't like to take things seriously. Sure. He takes things seriously most of the time but he always seems to find a way to add a bit of humor to the situation. Because what else would he do? He'd go crazy otherwise. Okay. Crazier than usual. But that's to be expected, right?

He is familiar with alien technology. He is a good leader, he knows exactly how to treat the people he is leading and how to handle most situations. He knows the value of teamwork

Oh, and he doesn't stay dead.
