Typical Weather: Around the capital city of Whiterun, the terrain is largely made up of plains and the White River flows along the road leading towards Windhelm to the northeast. The weather is consistently sunny with a rainstorm every few days, making the land fertile enough for multiple farms to thrive. Towards the Throat of the World, the mountains are covered in snow. Anything higher than High Hrothgar is inaccessible to anyone that does not have the Voice, as Paarthurnax's lair is protected by fierce winds. The only way to reach the summit of the mountain by foot is to tame the harsh winds, which is something that can only be accomplished through a specific Thu'um only currently known by the Greybeards and the Dragonborn.
Crime Rate: Whiterun is probably the second safest city in comparison to Solitude. The guards patrol the city and surrounding areas from dawn to dusk. As for the civilians, most can and will fight you if you cause trouble if the Companions aren't called to deal with you, first. There is some extremely mild gambling at the Bannered Mare, but gambling isn't really considered a crime in Skyrim.
Economy: Being at the center of Skyrim, Whiterun is a popular trading hub for the entirety of the province. Their location makes them an important resource for all the surrounding strongholds and Whiterun's position made it a strategic city in the Civil War, though the Jarl remained neutral in the war until Ulfric Stormcloak threatened to wage war.
Whiterun has one of the richest histories of all the strongholds. The four most notable landmarks in the city are the Skyforge, Jorrvaskr Mead Hall, the Gildergreen, and Dragonsreach.
Whiterun was founded by Jeek of the River - the former Captain of Jorrvaskr. First, Jorrvaskr Mead Hall was built next to the Skyforge, and then the rest of the city slowly fell into place. It's a fairly-sized city, with three distinct "districts". The Plains District is the first you see, and it hosts a number of successful businesses - a blacksmith, fletcher, alchemist, tavern, and general goods store, to name a few.
The Wind District is home to the Gildergreen, the Temple of Kynareth, Jorrvaskr, and the Skyforge. The Hall of the Dead is hidden away in the background amongst the residential buildings, but the Gildergreen serves as a pink-flowered centerpiece to it all.
Up a stone staircase is Dragonsreach, where twice a dragon has been trapped on the Great Porch, though one of them lived to tell the tale while the other's skull is on display above the Jarl's Throne. Jarl Balgruuf has been ruling over Whiterun since possibly before the Great War ended, but his focus has always been on governing Whiterun and protecting it from dragons, rather than losing himself in the trials of the civil war.
