Description: Dragonborn, Legate of the Imperial Legion, Thane of several Holds, student of the Greybeards, Male, Nord, mid-30s
Background: Was present at the destruction of Helgen but evaded Imperial authorities with inside help. Not much is known of his origins, but he is from Bruma in Cyrodiil. He is the Dragonborn of Nord legends, and openly defies the Thalmor and the ban on Talos worship.

He has served in the Imperial Legion as a Legate under General Tullius, so getting to him will be exceedingly difficult, to say the least. The target has also stolen sensitive documents right from my Solar.

Every attempt made on his life by our Justiciars has been thwarted, either on his own or with the assistance of others - likely his housecarl or a travel companion.

He is aware of our surveillance, and he will not hesitate to use what power he has at his dispense. He is extremely dangerous, and it is unwise to try and face him alone.

Operational Notes: Approach with caution. Target is powerful and can face off several men with ease, even if he's alone.

He is actively working against the Dominion and aided in the closure of the Civil War, a great blow to our cause.

His allies are many, and he has some degree of diplomatic power within Skyrim. It would be foolish to try and kill him outright, his death would be noticed.

He has certainly conspired with Delphine and Esbern of the Blades. They are still targets of high priority, but it is clear to us now the return of the dragons has more to do with the Dragonborn than the war or the Blades.

For more information, refer to "The Book of the Dragonborn" by Prior Emelene Madrine. It mentions a prophecy that refers to the "Last Dragonborn".
