Haafingar
Capital: Solitude
High Queen: Elisif the Fair
Thane of Solitude: Erikur, Bryling, Ysmir
Steward: Falk Firebeard
Court Wizard: Sybille Stentor
Alliance: The Imperial Legion
Typical Weather: Directly north of Skyrim is the Sea of Ghosts, which borders Haafingar, The Pale, and Winterhold. Half of Haafingar is made up from this particular body of water, and roughly three-quarters of Haafingar is cold and snowy because of this. Closer to the road that connects Dragon Bridge to the Hold Capital of Solitude, it becomes warmer though sometimes it may snow or rain due to the humidity of the nearby Sea of Ghosts and Karth River.
Crime Rate: In Solitude, the crime rate is extremely low. There are several guards patrolling the streets at any given time, and Castle Dour houses the Imperial Legion. Right upon your entrance of Solitude, there is a stage for public executions to the right. It's a blunt reminder of what can happen to the more heinous criminals, and the headsman's axe may not be the worst way to go with a Court Wizard like Sybille Stentor…
Economy: Solitude is easily one of the most profitable cities in all of Skyrim. It is a major shipping port for the East Empire Company, which is financed largely by the Imperial Legion. Additionally, Solitude is home to the Bard's College for the hopeful musician or singer looking to find employment with noble families. The war has taken a toll on Solitude's monetary resources but they are rebuilding slowly. Solitude is home to its own sawmill and stable which also contributes to their economic success.
Haafingar holds the capital city of Skyrim in Solitude, and is a breathtaking region. The city itself sits on a naturally-occurring arch which holds the city high above the Karth River. The city has a rather interesting layout, but it's easy to navigate. The Blue Palace is a prominent point of the city, so if you want to get out of Solitude, you just have to walk in the opposite direction until you find the large double-doors that separate Solitude from the main road in Haafingar.
The city is kept in wonderful shape. The streets are made of cobblestone, though there is some grass growing through some of the cracks. Various flowers such as lavender, Nightshade, and Dragon's Tongue grow in abundance around the city, all of which can be picked without penalty. There is a small marketplace just past Bits and Pieces where you can purchase freshly caught salmon, fresh produce, and a special spiced wine from Evette San.
Castle Dour is the headquarter of the Imperial Legion, and is easy to locate. Right when you enter Solitude, you walk until you see a ramp leading up to the blacksmith. A small arched doorway leads to the courtyard where several Legionnaires are training with Captain Aldis. Two soldiers stand guard at the door to Castle Dour and just inside you can find General Tullius and Legate Rikke if you wish to offer your loyalty to the Imperial Legion.
Down the road from Solitude is Katla's Farm as well as the road leading down to the Solitude Sawmill. A little further down the cobblestone pathway is a set of wooden stairs leading down to the docks and the East Empire Company office. From the docks, you can easily see the arch the city of Solitude sits on. The wind from the Sea of Ghosts makes the Karth River a popular place for hawks to stretch their wings and fly, so prepare to see a surplus of them flying overhead when visiting the docks.
