The Pale

Capital: Dawnstar

Typical Weather: The Pale is one of the nine regions of Skyrim that seems to be in a perpetual state of winter. All the untouched land in this hold is covered in several inches of snow. Ice wraiths are a common enemy here due to the freezing temperatures. Towards Whiterun, the snowy weather dissipates into the grassy plains.
Crime Rate: Dawnstar has a low crime rate. It's a small city and there's not much room to move around without being noticed by somebody, so the guards are able to keep track of what's happening very easily.
Economy: Dawnstar's economy is largely stimulated by Quicksilver Mine, though there is an additional iron mine that is largely competitive with Quicksilver. Though it's not directly in Downstair, the economy is also stimulated by Anga's Mill, which is west of Windhelm.
The Pale is a treacherously cold area of Skyrim, and plagued by a number of creatures that thrive in the bitter cold. Ice wraiths, ice wolves, and the occasional frost dragon all call the area surrounding Dawnstar their home.

You may also happen upon one of the three Khajiit caravans that travel throughout Skyrim. Ahkari's troupe often travels between Dawnstar and Riften to sell general wares, though they aren't allowed inside city limits due to prejudice from the many prejudiced civilians of Skyrim who see Khajiit as not much more than thieves and criminals.
