Now correct me if I'm wrong, but taking into account Muggle wars (As I'm lumping all goblins together, I've put all human beings - magical and non magical in one catagory) there have been more wars involving humans than goblins.

This seems like an important passage, so I shall split it up into two parts. First of all, I was always taught that banking and managing money was a Goblins nature, and I'm sure many people would feel more comfortable trusting their money to a group of people/creatures that have centuries experience in guarding money and other precious goods.

What defines someone of competent abilities and social standing? Is it someone with a long history of managing finance? Or is there perhaps something more going on here that we're not being told

I object. I've always been a fan of centaurs. Imagine being able to run free and fast and see things in the stars others can only imagine?

These dark creatures are one of the more insidious of menaces, since they can spend a great deal of time appearing to be normal citizens and hiding their monstrous nature.

Like pyscopaths and death eaters? Personally I find people who have onion for lunch and then insist on breathing on you rather menacing. Or those people who apparently seem very normal until shortly before Christmas/Halloween at which point they turn into rabid shoppers whose main and only thought is to get the very last of the 'It' toy.

Those failing to volunteer for registration will be brought in, and evaluated on a case by case basis for their danger to society

That asumes that all those aforementioned 'dangerous' creatures have not previously managed to keep their afflictions hidden from the Ministry.

Those registered will wear visual, easily identified proof of their lycanthropy, so that normal citizens may more easily avoid them, and the danger they represent.

How easily identifiable? From five feet? Ten? Fifteen? And what about from the back? How close do you have to be to identify them? And what danger to they represent ?

Those deemed irredeemable menaces to society will be held by the Ministry under humane conditions until such time as a more permanent solution can be found.

Lycanthropy is a condition which affects wizarding humans. Humans being the operative word. Its common knowledge that there is no cure for it, merely potions as a way of controlling it. Let me rephrase this paragraph ; what sort of permanent solution are the Ministry looking for for humans suffering from an incurable condition?

Those who aid the Ministry in the apprehension of these creatures may be eligible for rewards.
