Ah Penny, how could I have ever cast you aside for my career?! You are without a doubt one of the most brilliant and articulate woman I've met. I can only blame my pig headedness and youth to such a rash decision.

You've really nailed it on the bloody head. The entire proclamation is just that, a proclamation decreed by an omnipotent power that has no consideration for the populace's needs, wants or fears. They have not taken any concerted effort to camouflage the true nature of these new 'laws.' The Ministry is missing the mark utterly, except for their paranoia about possibly controlling the money? They can barely manage things, what with DE swarming as rabid dogs; now the Ministry is going into banking affairs? Bound and determined to put every and all living creatures under some sort of form of marshal law? First it was witches and wizards of mixed...I mean half...bloody hell! a lineage the Ministry questioned; now personages of other possible heritages?! Anyone who voluntarily submits is a right ruddy git, to term a phrase from an endearing sibling of mine.
