	Perhaps not. But those that are not 'monsters,' as you say, ought to have the mobility to turn themselves in. If they are truly mindless in their transformed state, why should they be so selfish as to potentially subject innocent people around them to death, mauling, and the possibility of contamination? You seem to be under the impression that 'most' werewolves spend the full moon larking about free and mauling at will. They don't, they go to intense lengths to make sure no one gets hurt. Otherwise there would be far more attacks.

As far as the ministry goes, do you think they would give a shit what happened to them? They'd lock them in cages, treat them like beasts. No one deserves to live like that Red.
