025; 3 December 1979.
[Warded Private]

I confess that the werewolf attacks unsettle me. It is no doubt precisely the murder of werewolves that have created this situation, and yet, if Greyback is out there moving, he is perhaps easier to track down and that cannot be a bad thing.

[Warded to the Inner Circle]
Have we determined any further vigilantes? I would very much like to draw them out a bit, potentially determine a few others along the way. But I'm a bit uncertain how we should go about doing this. Thoughts?

[Warded to Lucia]
Put the werewolf nonsense out of your mind for the time being, ma cherie. It is an emotional reaction that is not based in the reality of the fact that there is no place for a halfbreed child at a school for wizarding children.

Also, I do not know that I have mentioned it, but I am very proud of the work you have done on the committee. I believe that the school is coming along very nicely and you have done much of the work for that.

Additionally, I spoke some more with Laelia and I fear she is uneasy about the prospect of marriage. Has she broached the subject with you at all?

Last night's events are most certainly a tragedy and my sincerest sympathies are with those who are involved one way or another. I hope that support will be given to the families of the victims so that circumstances like those surrounding the Hale family may be avoided. I can only begin to imagine, and as a father it is certainly not something I would ever wish to endure.

I definitely like the way you are thinking, Isidore. Do you suppose they would take the bait so easily?

I certainly agree that we do not wish to take undue risks. We want to know who they are, not have them identify us all so that they can cause trouble.

In addition, although unrelated to the vigilantes, I would personally like to see Edgar Bones brought down to size a bit. In fact that is true of any of the DMLE that are leaders in the department. I do not suspect that Bones could be bribed or conjoled into submission - which is a shame because his bloodlines are impeccable and his skills rather better than I should like to admit. Scrimgeour is another one I wouldn't mind seeing brought down to size. And I suspect that Podmore is more clever than he lets on.

I think if the bait was good enough, they would. If they thought the Inner Circle or even the Dark Lord himself was going to be there, unprotected and unaware, they may well believe it worth taking the risk. Though I will admit that there may be better suggestions for bait.

Podmore must be more clever than he appears. While I do not have the highest opinion of the DMLE but he could not have lasted as long as he has without possessing some skills.

I agree that reducing their effectiveness would be useful. There are ways it could be done though it would likely need to be handled delicately though.

What we want do not wish to happen, however, is that they bring the entire DMLE with them - or even part of it - so if we were to do that, we would need to insure some balance between plausible enough they are willing to risk it, while uncertain enough they do not call in the authorities. It would not do us any good to get caught by the DMLE, nor would it help us pinpoint more vigilantes.

While I would wager I could take most of the trainees, those who have been there for a while I am fairly certain are more clever than they let on, and very skilled in duelling. If we are to disable the Ministry, it seems that ridding the DMLE of those resources might be one place to begin.

As a completely different thought, how many contacts on the Wizengamot do you have? The idea has been suggested among the First Impressions Committee that we should 'do something for the recently turned children'. I have no concept of what they expect this to be, as werewolves do not attend Hogwarts and they cannot expect we would be interested in them attending this school either - however, politically speaking, I've have a mind to 'embrace' the idea, with the intent that it will 'regretfully' get bogged down in committee somewhere within the Ministry and thus 'our hands are tied'.

Such should be easy enough to arrange - but I could not be the one arranging the Ministry side of things. I know that Lucius has contacts and might put him on the task as well, but I figure whisperings from a multiple directions are always better than yelling from one.

Indeed. This is why I believe an overheard conversation between two of our younger members might be the best way to pass this on. Though given it would then make those two youngsters suspects, perhaps there are some unimportant hangers-on who could be used. If it is obvious that the conversation is gossip, yet very enticing gossip, then that may be enough to keep it within these vigilantes. They would not have enough to take it to the DMLE but there would be enough that they might wish to investigate.

Did you have any thoughts in mind for this ridding the DMLE of these irritants?

I have a few though mine are more business contacts. Lucius may be a better option for this but I can speak to them nonetheless. They are fathers as well and we do ask after each other's children so the subject can be brought up within the course of business discussion.

Perhaps a suggestion of private tutoring in small groups? That keeps them out of the schools but also suggests inclusiveness in a way. This also provides many areas where things can bog down.

Unimportant, but capable of that sort of discretion? Might be a difficult match to make. Although probably not impossible. I'm willing to explore it further as I'd like to see us catch a few of these sorts off guard.

I have several, but I confess that invading the Ministry and knocking them out is probably not particularly practical. One could work to discredit them in some way or another, or perhaps take them off guard when they are not expecting it - someplace public, or perhaps even some place private such as their homes (if it is possible to work through the wards). The latter would potentially allow us to completely rid ourselves of the trouble, the former, although perhaps more easily accomplished in some cases, will mean they are sill alive to be a potential problem in the future.

If they are fathers, they can likely be persuaded as to the potential dangers of having a halfbreed schooled with their children.

I am thinking of something along those lines. I need to formulate the thought better, but I should like to announce something this week - and then allow it to work itself out in the Ministry, public opinion, etc - and even if it should be allowed at some point in the future, it would still keep them out of the school.

We only need two. Or alternatively we only need two of us with a little Polyjuice. That would provide all the anonymity we would need. I am certain I could source some Polyjuice for us from overseas so as not to draw suspicion here though I am certain Severus could brew it for us in necessary.

They have families, do they not? Parents? Brothers? Sisters? Wives? Children? There is always leverage there if nothing else proves manageable. We need not kill of course. Holding a relative captive may prove useful to manipulate them to do as we wish instead of how they wish. There are, of course, difficulties with such a thing but they are not insurmountable.

That should work well. No doubt the usual suspects will pipe up with their suspicions but we may be able to use that to discredit them further.

Though it might be an interesting test for some of our younger ranks, I believe polyjuice may be a better idea, simply because then all aspects of this arrangement will be within our control. We situate ourselves in the proper place within the Hog's Head, say just enough to peak Mr Dumbledore's interest and have him pass on the "information" to his fellow vigilantes.

Kidnapping is tedious. Perhaps a more... straightforward hit, as Patrice suggested, at one of their homes, would better resonate.

Perhaps of our more capable younger ranks, but polyjuiced to not give way their identities. I could see this idea as being quite useful. It would have to be a pair that could affect subtlety otherwise the entire plan could fall apart. I admit though that I think this might be something worth doing. It would also allow us to see just how much Dumbledore might be willing to pass on, or act on.

It would need to be effective - once bitten twice shy, as they say. Assuming we can get through wards on an Aurors home at this point in time - after we have attacked one, I doubt we will be able to use that same method a second time. Which would suggest that we should pick our target carefully and be well prepared.

Yes, that would work well. I shall start making enquiries regarding the Polyjuice. It may take a little while as I will want to be discreet. It would also be interesting to determine if this method could be used more than once though that will take some time.

Yes, whatever method we used, we would have one bite at the apple. Would it be better to attempt this at a venue other than the home? We have not directly targeted employees of the DMLE in the past so their families have no reason to be specifically wary or stay within their homes. Admittedly the idea of attacking a home is somewhat easier, though it would need to be decisive and quick.

Did you have any preference?

That sounds a good plan. Persephone likely has a store available - or can make it very easily so if we would like to put more than one of our mentees on the task, she and Severus might well be good possibilities.

A venue outside of the home has a certain appeal because of that fact, but I think a home would be more easily controlled. And that might make it a bit easier to succeed. This assumes that we could get through their wards.

Personally? I'd be interested in deflating Edgar Bones a bit more. He also has a family, which might make him think twice.
