You're right, dark magic isn't exclusively Death Eater. There are many breeds of douchebag out there, after all. However, no smoke without fire blah blah blah. Something else must tie them in somehow.
And 'why would they return?' Have you SEEN the 'state' of the country? The Ministry is actively encouraging BLOOD TRAITORISM. SHOCK HORROR. GASP. Yeah, I know 'traitorism' isn't a word. But this is hardly the wholesome pureblooded dystopia Lord Dickbox had planned for us all. Perhaps someone wants to fix that? And/or get revenge.
