028; 11 December 1979.
[Warded Private]

It does not surprise me that Cygnus might use unforgivables against an auror after all Bellatrix must have learned her hex first and ask questions later approach from someone. It was a foolish thing to do, and while I do not disagree that the article in the Prophet was the most sensational piece of 'journalism' I have seen for a while, I will not get up in arms at the DMLE - at least not without further information.

The questions that come to mind: Why was the warrant issued in the first place? On what evidence and I wonder if any of us were able to look at the document? The article says Black attacked first, which implies without provocation, but I think we should be careful to not accept the implication without facts to support it. There very well could have been provocation - and knowing Scrimgeour's self-righteous attitude as well as I do, that would surprise me as little as the notion that Cygnus might have used unforgivables.

It is a sticky mess, but I am certain it can be used - and so we use it.

[Warded to the Inner Circle]
I suppose we have all done a thorough inventory of our homes and ensured that we have nothing to hide from our illustrious DMLE?

Also, did anyone have the opportunity to view the warrant issued? I am curious as to why, outside of the fact that he is from a family that is old and upstanding and therefore clearly a suspect of wrongdoing, Cygnus was targeted for a search in the first place.

[Warded to Immediate Black Family Members]
My deepest sympathies for your family's loss. If Lucia or I can be of any assistance to you during this difficult time, please do not hesitate to let us know.

[Warded to Death Eaters & Supporters]
The coverage of Mr Black's death in the Daily Prophet was abysmal and rest assured that such will not be allowed to stand. The Black family should know that they have the full support of this community during this difficult time. A good man, a solid supporter of Wizarding traditions, and a beloved friend and father is dead and the Wizarding World will keenly feel that loss.

Robert Louis Stevenson wrote;
He has achieved success who has lived well, laughed often, and loved much;
Who has gained the respect of intelligent men and the love of little children;
Who has filled his niche and accomplished his task;
Who has left the world better than he found it;
Who has looked for the best in others and given the best he had;
Whose life was an inspiration
Whose memory is a benediction

This morning I write to every single one of you who has sworn your allegiance directly or indirectly to the Dark Lord and the prosperity of the Wizarding World. Our emotions are strong at the moment, but emotions although they may fuel actions, they must not decide those actions. Was the warrant illegally and unfairly obtained? Was the DMLE poorly trained and inept in their handling of the situation? Was the paper account unbiased and clumsy at best - slanderous at worse? The answer to any or all of these questions may be yes. But if we are to win this war and establish a culture where such things will not be possible, we must use reason and good judgement to do so.

I encourage each of you to be thoughtful and circumspect in your interactions with the public and particularly with our Ministry. Act with reason and common sense for if a man of Cygnus' calibre may be questioned of wrong you know that the DMLE is not doing the same.

[Warded to Sarah Cornfoot]
Mrs Cornfoot, I know that you have been working with the First Impressions group. It had occurred to me that a short segment on the WWN might be an excellent way to introduce the project to more families, and to increase knowledge before we begin with fund raising activities. As it was our initial conversation about the need for such a school that began the project, I wondered if you would be interested in joining me for such an interview? I believe I can arrange it if you are willing.

I have spoken to Barty about the possibility of getting his hands on the warrant. He believe he can do so. I have cautioned him to exercise care.

Let's see what we can do - additionally... it has occurred to me that if we could get another source inside of the DMLE that would be a good thing. It does not do to put too much pressure on young Barty. He's a good lad, but he is young and inexperienced.

This is a good idea, if a somewhat problematic one. Those in the DMLE are generally not inclined to sympathise with our cause. Imperius?

Imperius might be a good place to begin. Perhaps we ought to consider two individuals with access - perhaps even a few with access beyond Barty's means...
