Summons
Who:  The new pack leader/ vampire sheriff
What:  A called meeting
Where:  neutral territory

Tao made it a point to know what was going on in his territory, so news of a new alpha in the local pack had made it to his office before it finished making it's rounds through the pack.  He'd expected to be contacted at some point.  Though the wolves and vampires were not allies or friends, they shared an uneasy existence among the mortals of the world.  All knew of vampires now, and few were surprised to know there were shifters as well.  So a kind of uneasy truce was made.  Of course, this was with the last alpha, and with new leadership, came new negotiations.  What he hadn't expected, was a summons.  A request yes, formal, in his office, that he could understand.  A summons, was a bit, brave, of the new leader.  However, there was more going on in their world then the usual, and Tao had been busy forming a plan of action with his lieutenants on ways to keep their people safe and possibly trace the problems.  Disappearances of vampires.  It happened from time to time, one or two. They might choose to greet the sun, move out of territories to another more, amicable, leader.  A few, very few as of late, were killed by rivals, authorities, or humans.  This, was not a few.  Whoever was doing this was organized, and careful, they never struck groups, they were after the younger and easily taken, no one with ties to the group or family.  Loners for the most part, so it had taken some time to realize it was patterned.  From the whispers they had heard, it was not only vampires going missing.

Which was why Tao came.  Typically he'd send a strong message of what happens when you summon a vampire like a servant.  He instead, gave the benefit of the doubt that it had something to do with a mutual problem as well as treaty negotiations.  This new alpha wasn't exceptionally trusting as he was asked to come alone, and to a place that might be considered neutral territory.  Which was hard to find, considering most of the county was under his own jurisdiction and he still had no clear boundaries on the pack's territory.  So he had to trust the alpha would show alone, and that the area was truly neutral, or at least safe for the time being.  Quite a bit of trust, he thought to himself with a smirk.  He'd obeyed, if you could call it that, and come alone.  His car almost invisible in the night, with there being no city lights or street lights to mark the area.  Once his headlights were out, he could very easily be hidden, from human senses at any rate.

Stepping out nearly an hour early, he'd dressed professionally, as usual.  Black slacks, a black silk shirt, button down.  He'd stripped the jacket, the chill in the air never penetrated his senses, and rolled his sleeves half way up his arms.  His hair, brushing his shoulders now, was pulled back and tied at the nape of his neck.  Sighing, he leaned against the car and gave a slow sweep to his surroundings.  He didn't need to breathe and so after the sigh, more habit then anything, he was still.  Listening and watching, for heartbeats, movements, and making sure there were not already a contingent of shifters laying in wait.

"West pack doesn't live close enough t-" But then the human was opening the door and speaking to Tao and Riley wasn't about to talk about pack business in front of a human, especially one with a glamored mind like swiss cheese. He clammed up until, once again, Tao was insulting him. "I ate." He snarled, devoting his attention entirely to the vampire. "I ate food I didn't need to trick into letting me eat it." He sneered, "You've been insulting me for the past twenty minutes with your little comments, and I'll thank you to shut your fuckin' face."

Jeanne blinked but left. Tao couldn't help but let his smile widen. "Really, squirrels? Hmm, I would have thought the pup comments would have produced more venom, ah well." She waved it off. Finding weaknesses in the new pack leader should have been expected.

"You make quite a few assumptions yourself, so if we are forced to deal with each other during this little problem and with the treaty negotiations, then why don't we agree to stop with the assumptions? If you have questions to my eating habits, then ask, but do not make me out to be some fledgling only capable of seducing some young idiotic woman to sustain myself."

He rarely fed on a living being and had only three people he trusted enough to use in such a way, never enough to really satisfy but he would be weak if he had no live blood in his diet at all. It was possible to live off of blood bags ,but not recommended, for various reasons. He had been taught that a bite was intimate, and he'd kept that thought. Oh murder wasn't, but he'd stopped killing when he fed long ago.

"It was bear meat, you cold-blooded asshole." Riley replied sharply, baring his teeth. He rose to his feet and strode away from the desk, fighting to keep himself composed. "And I don't care how you eat, I care what you eat and what you are." He let out a growl and tossed his head. "This whole house smells like stagnant blood. I can't see how anyone can bear it, except that you cold ones are just plain wrong." He crossed his arms. "And you- you're Satan in a Sunday hat is what you are, Tao." He spit out the name like it was an insult.

Oh now he had really riled up the shifter. Part of him was thrilled by it, so easy to rile meant easier to keep off guard. Part of him was pissed. He stamped that part down, it was by his own choice that the majority of those living in his jurisdiction had no idea how he ran things. Tell someone that the sheriff refused to allow hunting of innocents, only drank in private and from a private store, and that at least half of his staff and cadre were 'rescues' from other masters and he would be perceived not only as weak, but a target. He needed his time and energy so didn't feel like devoting too much of it to defending himself.

Instead he leaned back in his chair and nodded to the pacing lupine. "I will choose to take that as a compliment. As for my home, the smell does not bother humans and rarely are any of our kind here. Blood often smells stagnant when it has been reheated in a microwave. Disgusting, probably, but better then the alternative. So get off your high horse. You hunt and take down prey, killing it because that is what YOU are. Do not deem to look down your nose at those of us that take more care of our prey then to simply rip it's throats out."

He stood and lowered his voice, "And lower your voice, I won't have you upsetting the household with your accusations. Now, are you ready to work or do you need to gnaw on something?" He spit back.

"I'll gnaw on your ne-" Riley began to snap, but his voice devolved quickly into a completely animalistic growl, without any sort of word-like sounds to speak of. The sound resonated in his throat, reverberated down his spine and shook him to that wolf blood that was pounding through his heart. He bit it back and threw his head again, a low groan bubbling in his throat. He breathed in deep, cursed himself for not having proper control, and then straightened up and rolled his shoulders back, looking up at Tao, blaming him with eyes that flickered big and brown for an instant and then returned to normal. "Some of my people could infiltrate the church." He said tersely. "Sun doesn't bother us none."

He was unafraid of the sudden loss of control and instead crossed his arms and waited. Quirking one brow as he felt that electric warmth up the nape of his neck. Damn shifters. This one was strong too, stronger in power at least then Dean had been.

"And your people are as much victims as mine. Which means they are probably looking for you to try that. No, we will need to send humans. Ones with no discernible ties to either of our people." He loosened his own stance a bit, relaxing.

"You will have to work on your control. You are a leader now and you put more then just yourself at risk when you let your pride take over." He warned. He hated to admit it, but a weak pack would cause problems in his territory and for his people as well.

"We can't send humans in with no ties to us; us sending them means they have ties to us." Riley replied, resentful of Tao's admonishing tone. "And anyway they'd have to be either glamored or they'd be some of those equal rights protesters and I can't stand those, either." A while back, some professor and his wife had wanted to come into the East pack, to join up and study their ways. But it had turned out that they just wanted to be the ones to break the shifters' existence in some medical journal. They had been cast out - efficiently. "Can't trust a human to do a supe's work.

"And I didn't ask for your opinion about the way I lead." He added, "You don't know anything about myself or my people, so stuff it. I don't need your advice."

Tao narrowed his eyes and stepped forward, purposefully invading the man's space. "So you really are all brawn and no brain. Wonderful. I said no discernible ties to us. Unlike you, I happen to put my people first and so I have some contacts that for both our sake, prefer not to be known as allies. No glamor involved. Simply something to keep quiet." He gave a derisive smirk. "Here I thought it was us that believed humans to be beneath us. Pride is going to be your downfall. I care less then you think on how you lead, however, your bumbling ways are going to cause problems in my district and for my people and that I don't need."

He turned his head to look at the desk and pulled open a drawer, sifting through until he found the file he was looking for. He held it out. "Your predecessor had a mind, it was twisted and looked out only for himself but he had one, and used it. You may want to give some thought to which direction you want to go in. I'm officially giving you the week to negotiate new terms or adhere to the old ones." Old ones that included offering of three pack members as nothing more then food and pets to any of the cadre. In exchange, the alpha leader got free passage in places that hunting was not allowed.

Riley took the papers. "It isn't that they're beneath us." He said stonily, and began to flip through the old contracts, "They just aren't the same, they don't understand the world as it really exists." He looked up, noted his proximity to the vampire, but did not step back. He wouldn't be intimidated by the creature, he wasn't afraid, not Riley Aventine. Riley tucked the file under his right arm, he would look at them more closely later, and he would take eight days to get back to the vampire, he was determined.

"He was getting sloppy." Riley retorted, "Things will change, you can be sure of that." He had a plan, but they could discuss that later. "If these humans of yours can be trusted to learn information without fucking us over, send them. My pack won't get in the way of that. But we both have to keep it quiet that we're lookin' into this together-" If anyone in the pack knew that Riley had gone to a vamp for help? He'd be challenged, sooner rather than later. And if the humans knew the vampires and shifters' leaders were going to work together? They would start causing even more trouble than before. "Now you'll kindly step away from me." Riley added. "You smell worse than the average fanger." Too old, said his senses, far too old. And stagnant blood. Not to be trusted, to be fought, fight, all he wanted to do was fight- to shift and bite and claw. But he had to have control. So he just stared, unblinking, at the vampire, arms tight to his sides.

He would get no argument regarding humans. There were a few, that understood, that saw more, felt more, but they were rare. For the most part, he knew they refused to open their eyes, to really see, and that was a weakness, for everyone. He didn't expect it to take long for Riley to get back to him. If nothing else to spew venom at him for accepting or assuming shifters were there for his pleasure. He loved watching the shifter stick his foot in his mouth, especially when he didn't even realize he'd done it.

"Changes? Well if you wish to see the original treaty contracts you are more then welcome to. There have been several changes over the years." Dean had never even bothered to notice, more lands and freedoms were granted in the past to leaders that showed an ability to handle it and their packs. None were granted to power mongers like Dean. The few concessions given were so laughable they were of no consequence.

His smile was slow and he leaned forward only a bit. "Now, was that a request? It was a poorly worded one, perhaps you'd like to ask again. Nicely." He wasnt' sure why he enjoyed pushing buttons with this one. He felt the ripple of power off of him nearly constantly and usually that was a bit too much for him, but this was, delicious. Partly it was because so far from what he'd seen, he did care for his pack and he respected that. He'd had no respect for others he'd had to deal with and was more then willing to get meetings over with.

"I won't." Riley replied indignantly, his voice thick with resentment towards the vampire. "I wasn't asking, I was usin' my etiquette." He pursed his lips, his skin shivering just a little - he wasn't used to being this close to the old, cold magic that kept vampires 'alive.' "I'd rather spit in my own eye than ask you for anything." He added, "You may not respect who I am, but you sure as hell ought to remember what I am." He was ready to throw Tao through a wall, that's what he was. His skin was crawling and he didn't like it. Even though he was standing in the middle of the office, Tao's eyes made him feel like he was backed into a corner. "I'm not going to be no fuckin' vampire pet." He added, "I'm leader of East Pack and I'm not second to anyone."

His lips twitched and he nearly laughed. "That was your etiquette?" he asked incredulously. He might think Riley more beast then human but he had really expected him to be a little more capable. At least if he was really trying.

Hands behind his back, he threaded the fingers together and rocked forward onto the balls of his feet. "Well, that's interesting. Seeing as you are, very much, asking for my help." He reminded him. He was pushing he knew it, and it was a dangerous game to play, but he so felt like playing. He had been working almost constantly, if it wasn't on the club, the territories, placating Her Majesty, it was these disappearances. It felt good to play a bit and he wasn't one to complain if he pushed a tad too far and ended up with a fight on his hands. Pain had it's own place.

His head tilted slowly to the side. "Pet? Do you see any pets around? I have no use for the docile. As for your position as leader, well you may have earned it, in your pack. That however, was nothing more then teeth, claw, and blood. Leading takes much more then that."

"It wasn't so simple as you say it is." Riley snarled, his teeth bared and sharp again. He wanted to bark that he had killed Dean without his powers, without any fuckin' fangs, either, but his secretive nature was bred in his blood and he would not reveal the details of the change in leadership to this vampire. "I didn't get to a place where I could challenge Dean by sitting in the woods and playing with my dick all day." He growled. He was losing his temper again, he knew, and it bothered him, but it felt good to be angry. The vampire had been provoking him all night and now he had been pushed to the edge of his very limited etiquette. "I know how to lead my pack." He finished, leaning in towards the vampire, entirely unafraid, too full of anger for fear.

His eyes darkened and showed emotion for one brief moment. A kind of sadness or possibly regret but it was gone before he could blink. "It never is." He sighed. Pausing for just a moment, he gave a brief nod and took a step back. Less a concession then an answer to an unspoken question.

"Well, we will see what kind of leader you are won't we?" He reached into his pocket and pulled out a card. Plain, no name, just a number. "No one answers this number but myself, or Jeanne. You are correct that until we have a firm treaty and solid rules for a working relationship regarding the territory, it would be unwise for word to get out regarding this little problem. I should have some basic information on the church by noon."

A clear expression of confusion flashed through Riley's eyes and as Tao took his step back, he felt silly for still being ready to pounce. Somewhat taken aback, Riley stepped to the side and then nodded, as well, though his was more out of bewilderment than any deeper emotion. He took the card and slipped it in with the treaty papers. "I'll call around that time, then." Riley said, in a much softer tone than he had spoken before.

Leaning back against his desk, Tao stretched his legs out and crossed them at the ankles. Hands to his sides and gripping the edge of the desk. When prodding for weakness became teasing it was time to take some space. "Also, decide how you want patrols to work. For my part, I have added to security and patrols around the city. I have always left the area beyond the city limits alone unless something specific is going on. If you would like I can send patrols out farther." He gave a soft roll of shoulders. "If your people ask, simply tell them it's a precaution to the change of the guard. How would you like to handle the pups? I won't bar them from coming into the city or the club. I can send someone to follow and make sure they get to the limits safely. Unobtrusively of course." He added.

The wolf hadn't been completely tested, not by far, but for now at least, it was clear this at least was a priority.

With the vampire out of his personal space, Riley was able to relax somewhat. The hair on the back of his neck thinned and lay down flat, human again. He leaned back, one large hand up against the wall and he looked down at the floor in thought, his thick blond eyebrows furrowing. He didn't like the idea of vampires following his pups to the pack's borders because he didn't like having vampires anywhere near the pack's borders. "I had a plan to divert part of the river that runs through our main settlement so the deer come closer in the spring time. I can push up the schedule on that." He said, and ran a hand through his hair, scratching at his scalp. "We'll need every able-bodied member of the pack for that project, it'll keep the young, dumb ones occupied." Hard labor was good for the soul, as far as Riley was concerned. He had wanted to have the work done in the deep of winter to test his people's mettle, but now was as good a time as any if it meant that his boys would have less free time.

Typically Tao was temperature resistant. Heat or cold it didn't matter much. There were times, he missed the heat, which was why he kept his distance from humans if possible. The craving to be close to that heat, to be wrapped in it, was too much at times, and he refused to get that close to someone. That, close, needy. Still, he felt the loss of heat and energy in the air as he stepped away from the shifter. He bit at his lower lip, he wanted to say something, to rile him up again. Push that power and heat, but he knew better.

With a furrowed brow and frowned slightly. "Have you done the impact research on that? I understand, more game, but will it cause problems for the water supply and lake down in the valley?" It wouldn't cause problems as far as jobs, but playing with the environment was always a bit difficult. It took a tender hand and being able to see far reaching consequences. Patience, again was very important. Even if it could be grating at times.

Riley let out a snort. "'Course." He said, sounding slightly more indignant as opposed to outright insulted. Almost at once his voice became more even, explanatory instead of accusatory, "We brought in a halfling who runs an independent consulting firm to assess the plan." In return, the disgraced half-shifter's son and shifter wife had been allowed back into the pack. Not the halfling himself, of course, but the son was strong and the wife was ugly but had good teeth, Riley was pleased to have them back in the fold. "He studied the water flow and showed us the best place to put it with the least effect on the forest - all we're doing is moving where the clover plants pop up. A few bird species will have interruptions in their nesting, but our elders are making preparations. We won't be using more water than usual, and the tributary will rejoin the river fairly quickly." He smiled. "Remember, vampire, we understand the earth better than you."

He had things covered, it sounded like. He wouldn't ask about the halfling or whether he was pack. Mostly because he knew that pack business was only pack business. Just as he didn't discuss his adoptions, vampire and the few humans he'd taken in, all of whom were living there where they could be kept safe.

He did smile, shifters were closer to the earth in that they were still alive, felt it's beat along with their own hearts. It didn't mean that through time he hadn't seen and learned and understood how things change, and can be changed. "Oh yes, understand enough to know that you needed to bring in someone to research it, but at least you have looked into it." It showed forethought, which made him wonder how much thought he put into decisions before making them.

"So, how long did you ponder sending your little summons?" He asked easily, but there was tension under it. However long he thought over it, he hadn't thought long enough about how to summon someone.

"Anything I say you're gonna have a right giggle at, so there's no point in saying, and anyway it doesn't matter, because you don't need to know." His jaw ticked, there was that heat again, so maybe he did poke at him just a little. Even if he shouldn't have, he really only had so much self control. "Temper temper, little wolf. Here I thought we were being civil." He pushed off of the desk and put his hands in his pockets. If anything to stop from touching things he really shouldn't.

He didn't much care for stories, especially ones made up from the minds of humans about things they didn't understand. "And this is civil. You still have a throat, don't you?" He smiled to show that he was part kidding and part deadly serious. "If we were both shifters, I'd be the one with blood in my mouth."

Now he felt the heat on the back of his neck. His eyes glittered, "Well you obviously don't spend your time reading either. If you are so anxious to get at my throat, you are welcome to try. I'm sure you will be well remembered as the pack leader with the shortest reign in history."

He smiled, more a grimace, a baring of teeth. "There is no blood in my mouth, yet." He added showing pearly whites.

"Ya'll got a real pretty smile." Riley drawled sarcastically. Tao had a lovely face but the expression he had at the moment was uglying it up something fierce. He was silent for a moment, and then spoke, "For someone so fond of bein' polite, you sure seem eager to get my hair up." His eyes narrowed. "You look at me like you want to cut me open and take a peek at my insides, and I'm not partial to that."
